Jeffreys v. Griffin10/31/2002 nt has not met his burden of showing that he lacked a full and fair opportunity to contest the facts of his misconduct (*25)toward plaintiff and that the findings of the Board should, therefore, be given preclusive effect.
For these reasons, I respectfully dissent.
