. The Commission issued an order that simply said, " Mark Brewer was terminated without proper cause." Based on Froshour and Bowie, such action is not enough. Therefore, it seems to me that, at the least, we must reverse and remand this case or send an order to the Commission to make specific findings of fact. I cannot see how we can do otherwise.
